President's Report

As we move Headlong into Fall and the Stone Cold Crazy time of another new school year, I hope you took time to celebrate yourselves and your teams with National Payroll Week! Whether you are new to the field or a seasoned veteran, we are all a part of the Payroll Profession that makes the rockin’ world go ‘round!
I hope you’ll be able to join us for our upcoming events. For our November Chapter Meeting, Carrie Hovell will be presenting that Crazy Little Thing Called Escheat. We will also have another installment of our Workforce Development Lunch & Learn series. On 11/20, we will have a session on Powerpoint 101. Do you wish you were dynamite with a laser pointer? Make presentations that are guaranteed to blow your mind? Then this is the session for you!
It's hard to imagine, but 2026 is rapidly approaching, and with that our Fall Planning Meeting on 10/4. If you’ve ever thought about volunteering or learning what it takes to make our Chapter function, we would love to have you! Your ideas could help show old and new members that the WMAC is the Place To Be.

Maureen (Reed) Brown Education Grant

The Maureen Reed Brown Education Grant opened on September 1st, 2025!

The Maureen (Reed) Brown Education Grant will be presented annually at the December WMAC Chapter Meeting.
What is the Maureen (Reed) Brown Education Grant?
The Maureen (Reed) Brown Education Grant was established in 2003 by the Board of Directors of the WMAC to honor the chapter founder and first president. This grant will be presented annually to one outstanding member of the WMAC. The grant is for recognition of personal and professional commitment to the payroll profession. The grant is designed to help the recipient continue their education and stay up to date on payroll topics.
The recipient of The Maureen (Reed) Brown Education Grant will receive:
One year membership in the WMAC - AND - choice of one of the following:
- Free registration for all WMAC chapter meetings and webinars, January 2026 - December 2026.
- Registration for the 2026 Virginia Statewide Payroll Conference and hotel cost combined up to $600 for grant recipient (cannot be transferred to others).
- Reimbursement for the cost of FPC or CPP Exam in 2026.
- Enrollment in the WMAC CPP/FPC study group and text materials for Fall 2026.
- Reimbursement for PayrollOrg National Training (no travel reimbursement; $600 limit) from January 1, 2026 - December 31, 2026.
Candidate Requirements:
- Current member of the WMAC in good standing
- Members of the WMAC Executive Committee are not eligible
- Grant Committee members are not eligible
Completed applications must be submitted by Wednesday, November 12, 2025.

Government Liaison Report

There is a lot going on in the Government these days. Here are a few updates!
IRS Releases Drafts of 2026 W2 & W2c Forms
Changes to the form include impacts from the One Big Beautiful Bill Act (OBBBA):
- Box 12 - three new codes:
- TA - Employer Contributions to a Trump account
- TP - Total amount of qualified tips
- TT - Total amount of qualified overtime
- Box 14 - new category
- 14a - is now "other" to report state disability insurance taxes, union dues, uniform payments, health insurance premiums deducted, nontaxable income or educational assistance payments
- 14b - is now for the Treasury tipped occupation code
So far these updates are for the 2026 Draft form only. They have not addressed how payroll will report the OBBBA related income for overtime and tips to assist eligible employees when filing their 2025 federal income taxes. Decisions around the OBBBA reporting are still evolving....stay informed!
IRS Issues Final Rules on Secure 2.0 Catch-Up Contributions
The final regulations are effective November 17, 2025 but apply to contributions in taxable years beginning after December 31st, 2026. The regulations address provisions under the IRC §401(k), §403(b), and §414(v). 2025-17865.pdf

Community Outreach

The 2025 WMAC Charity is Second Story Second Story transforms the lives of children, youth and their families by providing safe havens and opportunities for them to grow and thrive. Their programs provide support at critical turning points in their lives. Second Story for Homeless Youth and Second Story for Young Mothers offer long-term housing as well as life skills support, counseling, and assistance with basic needs. Second Story for Teens in Crisis provides a short-term place to stay for youth in crisis, plus individual and family counseling. Second Story in the Community provides drop-in centers for families and after-school programs for youth who need more support outside their homes; many of them living in communities where human trafficking, violence, and gang activity are prevalent. Though these safe spaces are the first step, they also work closely with youth and families to help them achieve their goals and work toward self-sufficiency, breaking cycles of homelessness, abuse, and poverty. All of their programs are located in Northern Virginia, though depending on the circumstance youth outside of our community can receive support as well. Find out more about Second Story here.
